Summary
The Global HIV Vaccine Enterprise (the “Enterprise”) is an alliance of independent organizations from around the globe, promoting innovation and collaboration to accelerate the development of a preventive vaccine against HIV. Current key stakeholders of the Enterprise include the Bill & Melinda Gates Foundation, U.S. National Institutes of Health (NIH/NIAID), the Government of Canada, the European Commission, European Developing Country Clinical Trials Partnership (EDCTP), UNAIDS, International AIDS Vaccine Initiative (IAVI), French National Agency for Research on AIDS (ANRS), AIDS Vaccine Advocacy Coalition (AVAC), Wellcome Trust, and others.
Responsibilities
Working closely with and reporting to the Executive Director, the Director of Policy Development (the “Director”) will advise the Enterprise Secretariat on current international and domestic policy issues that support and enable research and development of a safe and effective HIV vaccine. Amongst other duties, she/he will support the Enterprise’s current efforts to develop a new Scientific Strategic Plan and its implementation. The Director will work with various committees of key stakeholders and others that may be established, and will coordinate policy development efforts with the senior management of the Enterprise.
The Director will combine superior communication and interpersonal skills with a track record in policy, planning, program execution and management.
Specific responsibilities will include:
- Developing relevant portions of the new Scientific Strategic Plan related to policy and issues that will enable the acceleration of the development of an HIV vaccine.
- Consulting with other policy leaders, decision-makers, and counterparts at governmental and non-governmental, domestic and international, HIV/AIDS and global health organizations, research institutes, and pharmaceutical and biotech companies to develop mutually beneficial strategies and collaborative relationships to support the implementation of the new Scientific Strategic Plan.
- Collaborating with the management of the Enterprise to develop new global partnerships of domestic and international governmental agencies, non-governmental organizations, and private sector entities, as needed, to support current and future research and advocacy efforts.
- Serving as project manager for the development of portions of the Scientific Strategic Plan that include issues and themes that enable research and development.
- Collaborating with communications and other programmatic staff members on the generation of content for print and electronic publications.
- Maintaining up-to-date knowledge of HIV/AIDS, global health, and international research, ethics-related initiatives, programs, legislation, and policies that impact the mission of the Enterprise.
Qualifications
The Director must possess a global perspective on current HIV/AIDS policy and be a team player with an enthusiastic commitment to the Enterprise's mission. Experience working with a global constituency in HIV research-focused government, non-profit, academic or for-profit organizations is a plus. She/he must be a thoughtful, articulate, inspiring leader who will work closely with the Director of External Relations, the staff, Board, and other partners to develop and implement the new Scientific Strategic Plan for the field. A proven track record in managing complex projects from inception to completion is required. Specific qualifications include:
- Bachelor’s Degree required; Master’s Degree in Public Policy, Public Health or related field preferred.
- Familiarity with current policy issues in HIV/AIDS research and global health more broadly.
- Self starter with experience fostering consensus on complex policy issues with diverse stakeholders and international constituencies.
- Strong project management experience.
- Exceptional communication skills.
- Record of success producing timely results while working in a dynamic organization.

Job Title: Manager, Meetings & Events

Responsibilities
The Enterprise is seeking a Meeting & Events Manager to plan, coordinate, and implement all symposia, events, and meetings. This position will work closely with all Enterprise Secretariat staff members, conference management contractors, travel agencies, and the Enterprise’s stakeholders who participate in the various meetings and events. The Meetings & Events Manager will also work closely with the Communications Manager and programmatic staff to develop materials in support of the various events.
Essential Functions
- In coordination with Enterprise Secretariat staff members, conference management contractors, stakeholders, and Steering Committee members (as appropriate), manage all Enterprise-hosted events, including the AIDS Vaccine annual conferences, satellite sessions at various meetings, symposia and Working Group meetings held in support of the Enterprise Scientific Strategic Plan, and a variety of stakeholder fora.
- Work with programmatic staff to identify meetings and conferences in which the Enterprise must have a regular presence. Facilitate, track, and coordinate the Enterprise’s presence at third-party events and conferences, and fulfill requirements at meetings that the Enterprise sponsors.
- Collaborate with communications staff and the Executive Assistant on conferences and meetings in which the Executive Director is a guest speaker. In coordination with the Executive Assistant, manage logistics as necessary.
- Draft content and coordinate print and electronic materials development in support of Enterprise meetings and conferences as necessary.
Logistics
- Manage all event details, including creation of plans, budgets, schedules, timelines, checklists, materials, set-up, and scheduling of regular project team meetings for all events.
- Coordinate, as required, the involvement of necessary staff, stakeholders, and vendors. Ensure that each project team is working together successfully in support of the meeting’s and the Enterprise’s goals.
- Manage relationships with printers, caterers, restaurants, travel agents, graphic designers, photographers, and other vendors in connection with each event, with support from staff as needed.
- Oversee and implement meetings and events follow up, including venue clean-up, invoicing, expense claim processing, development and dissemination of meeting summaries, etc.
- Manage Enterprise Master Calendar.
Qualifications
- Bachelor’s degree required.
- At least five years’ experience in special events and/or meeting management.
- Knowledge of the New York market and experience organizing meetings and events in New York City required.
- Experience working in international and non-profit settings is preferred.
- Excellent verbal and written communication skills (conference-related writing samples required with application).
- Highly organized and able to initiate, prioritize and manage multiple, varied, and detailed tasks.
- Experience working with outside vendors and conference coordinators preferred.
- Demonstrated ability to produce quality materials within tight timeframes while simultaneously managing several projects.
- Professional demeanor and experience interfacing with the most senior-level individuals from various organizations worldwide.
- Demonstrated proficiency in Microsoft Office applications (Excel, PowerPoint, Word) required.

The Position

Responsibilities
The Enterprise is seeking a senior-level manager to oversee financial management and reporting. Responsibilities include budgeting, assisting in the development of grant applications, and all financial reporting to major funders. Position reports to the Senior Director of Operations & External Affairs.
- Develops the Enterprise’s organizational budget (annual, three-year, and/or five-year budgets as required) in collaboration with programmatic and functional managers.
- Prepares and delivers budget and fiscal-related presentations for senior management, Board of Directors, funders, and third-party agencies, and explains details to a variety of audiences.
- Works closely with Enterprise senior management on all budget-related matters, including monitoring of expenditures.
- Ensures all funds received are properly accounted for in accordance with internal policies, funder restrictions, and external reporting requirements.
- Serves as primary liaison to outside accounting and auditing firms.
- Develops periodic forecasts and end-of-year projections for internal and external (funder) use.
- Responsible for accounts payable and receivable functions, including expense reimbursements and invoice management.
- Manages all financial and contractual aspects of vendor relationships: collaborates with program and functional managers to review vendor proposals, works with vendors to finalize contracts, addresses payment inquiries, and resolves invoicing discrepancies.
- Responsible for financial reporting to funders and sponsors. Works closely with Senior Director, Operations and External Affairs, to meet funder reporting requirements.
- Collaborates with Senior Director, Operations and External Affairs, on grant applications.
- Oversees sub-contracts and sub-grants and collaborates with programmatic staff on the management of sub-grants.
- Responsible for federal, state, and local-level licensing, registration, and charity compliance.
Additional Qualifications:
- Bachelor’s degree required; MBA preferred.
- At least seven years’ experience in financial management and reporting for a non-profit organization.
- Experience developing and enhancing tools to effectively manage financial resources.
- Knowledge of regulatory, tax filing and auditing requirements for non-profit organizations.
- Five to seven years’ experience in non-profit financial management experience preferred.
- Grants management and fund accounting experience required.
- Experience working with outside accountants and auditors preferred.
- Demonstrated ability to produce quality materials within tight timeframes and simultaneously manage several projects.
- Demonstrated ability to develop internal and external financial reports for senior staff, Board of Directors, and funders.
